Not particularly good at reviewing books, let alone remembering what they're about. However, to paraphrase Potter Stewart, I intuitively know an enjoyable book when I've read it.

All I can say is that you'll recognise some implicit systems themes, alongside the explicit mention of cybernetics and what appears to be its role in Soviet planning. Several stories running alongside each other, with characters and themes based on facts. A very enjoyable book, IMO.
